In this revised version of the text the page numbers from the original print version are now included; and the (few) footnotes are displayed with their original (inconsistent!) numbering where they were in the original - at the foot of each page. Page numbers are included in the chapter list (in the left hand column of each page) to facilitate finding subjects or quotations in the text.

A few pages (e.g. vi, 204 and 214) appear to be missing: this is because they were blank.

I've also amended the formatting of the text (bold, italics, centred etc) so that it is now a reasonably accurate representation of the printed text. However, please note that the pages presented here are not exact facsimiles of the original printed version: the font (Times, Arial etc) and size of print - and therefore the number of words to a line and lines to a page - are determined by the settings you have chosen for your web browser.

I've amended a few spelling inconsistencies (e.g. timetable and time-table) and corrected a dozen or so misprints. Paragraphing and capitalisation are reproduced as in the original.

I've added explanations to a few archaic words which are no longer in common use, and given metric equivalents of imperial measures. Anything added by way of explanation is shown [in square brackets].

The Newsom report contained 8 photographic plates, 16 diagrams and more than 40 tables. The photographs can be found at the end of chapter 12 (which is where they appeared in the print version). The smaller diagrams and tables are embedded in the text, the larger ones are presented in pop-up windows. (If a table is bigger than the window and your browser does not automatically display a scroll bar, grab part of the text of the table with your mouse and drag it downwards to see the rest of the table.)
